I dunno what it is, but it looks like a cool spinny aroundy thing.
I suspect it has somethiing to do with perhaps carding wool or making yarn?
with my beginner's knowledge of knitting, I don't think it has to do with wool or yarn; doesn't look like any spindle I've seen.

As others have sort of said, I believe it is a centrifuge for a single test tube. Note the adjustable weight at one end to allow for balancing while spinning.
Either that or a Turnip Twaddler.
